    He was hired by the US Army to take control of Aqiria, but his war crimes -the rape of Glenda Sandoval included- couldn't be motives to him being prosecuted. In this scenario, War Machine who confronted him, let Harmon's fate in Glenda's hands. Dr. Sandoval took justice in her hands and executed him. However, this act was also planned by Norman Osborn who got rid of Harmon without getting involved.
