The Thought Police were agents of the Office of Insufficient Evidence, specially equipped to hunt down Sleepwalker. They used technology created by Mr. Fantastic to teleport themselves within Rick Sheridan's mind. Reed had originally believed it was an alien dimension. He was less-than-pleased to learn it was a human mind and that they were endangering it.
Cuffs was the only female member of the group. Her wrist-cuffs were connected to her backpack. They generated a liquid-like substance which could be solidified to restrain her opponents. Her abilities were reminiscent of the Trapster.
