Ronnie Raymond was reanimated by a black power ring and joined with other dead members of the Justice League to attack Hal Jordan and Barry Allen. He faced off against his successor, Jason Rusch, and managed to split Jason and Gehenna from their Firestorm fusion. He then merged with Jason and forced Jason to bear witness in his head as he turned Gehenna to salt. eventually, much to Jason's dismay, Ronnie was brought back, and was soon merged with Jason to become Firestorm.
Extreme Justice was formed by Captain Atom as a pro-active attack on the darker forces rather than a reactionary defense.
