The detectives of Moon Street Precinct House, the sole police presence in the collapsing district of Snowtown, aren't getting anywhere. They've been questioning a murder suspect all night, and have to cut him loose in an hour. And then the new guy asks to take a crack: Richard Fell, recently transferred in from over the bridge.
