so from latest ep I think I can explain what it really is...so first off his attack isn't time stop.he is only skipping it and he can use the time he skipped to become intangible or invisible which means hit can use the 0.5 sec he skipped to become intangible or invisible and not stop time.this explains why goku was able to predict his movement in the u6 tournament in only base form because goku can still move in the time skip which means nobody is frozen in his time skip, hit only appears invisible to them because he hopped to another dimension and it appeared to others like he froze time which he didn't.

just to simplify Hit can move in and out of dimensions by storing time giving him intangibility and invisibility. It also gives him a form of teleportation to some extent because he is capable of sending his attacks in any direction he chooses. He sent one attack to the ground yet it was going to hit Goku from above.
He is also able to phase his attacks basically bypassing durability. As we can see Hit sent his attack through a tree and it struck Goku?
I also think what he did in the tournement was pull Goku into this dimension where Goku was unable to move. If you pay attention when Goku was "frozen in time" in the tournement we see that he is in the same dimension Hit moves around in. We also see the man Hit killed in the same dimension. Just a theory though.
Also there seems to be no time limit for how long Hit can stay in the dimension but there is a limit for how long he can freeze people in time for.

This should be pretty clear since the tournament... they never called it time stop, they called it time skip - for a reason :)

True, but maybe he spends his day skipping time to build up a really high "time" account

He creates a parallel dimension, though. There's also a limit to its size as shown when Goku destroys it. If you can move through dimensions at will, then you can escape Hit's time skip, I would think.
@spitfirepanda: Vados stated that creayes a parrel dimension through the skipped time. So he has skip time first to create it, so the time skip ability doesnt use another dimension.
So moving through dimension wont help against his time abilities. Only the abilities that use the dimension like phasing. Hit didnt use time skip in the last fight with Goku so Goku could just beat him by breaking the dimension.
@emperorthanos: The impression I got was that Hit is always carrying around this "skipped time" with him, and he doesn't necessarily have to do it just before a battle to have access to the parallel world. He pulls people into his parallel world of skipped time and controls how it affects them. Skipping time isn't necessarily his primary fighting technique, it's just something he does to make this parallel world. He referred to his Time Skip improving when he froze Goku in their first fight, but Goku was clearly trapped in Hit's parallel world. When he appears to move impossibly fast of phase through things that's him moving between dimensions. That's how it looks to me, at least.
Honestly, you may be right but I'm just not sure. Toei has created a mess out of the explanation for Hit's skill set.
@emperorthanos: I think of you as one of the most knowledgeable users on dragon ball who do not get to downplay any feats, so i would like to know your opinion about the feats Goku gained from the last episode.
Hit's attack was an invisible technique that phases through solid objects and attacks the target ( may be bypassing durability ). And Goku can now block it easily.
we can overlook the fact that he broke through hit's dimension since weaker characters have done it ( Buu, Gotenks, ... even Black and Vegeta..)
so do you think goku is immune to phasing? defense against molecular disintegration?

They did say that it may seem slow at first but someone who already has insane super speed can make good use of it.
Hits abilities can't be explained because they simply don't make sense however this is fiction so that's fine, I don't see 100s of threads about other characters comics or Anime where this is Brought up as much, it's a massive double standard towards the DB franchise due to the hate and animosity it receives on this site

I know I am a little late for the party, but I may have cracked into the basic idea of how it works... then again, in the manga it is better explained, in the anime is full of contradictions.
