You definitely have your timeline wrong here. Movie 8 happens before the Cell games, not after, meaning he'd yet to unlock SSJ2 at that point. His line in Movie 10 about being substantially stronger is compared to how he was in movie 8, where he didn't even have access to SSJ2 yet.

@Shintakie: What access to ss2 have to do with anything? Its a multplier, it doesnt change base power. And Gohan never train or get power up after leaving RoSaT. Gohan in Movie 8 is the same Gohan that fought Cell in Cell games.

For the sake of this fight I'll say Gohan was SSJ2 in movie 10.

Assuming Broly isn't killed before going LSSJ, it comes down to SPC and LSSJ Broly. Based off Broly's pretty convincing fight with Gohan, Broly might be stronger than Cell. As the two engage in hand to hand combat, Cell realizes he is outmatched and pulls back. Then Cell makes his Cell Jrs. To distract Broly while he thinks of a strategy. Broly of course easily dispatches of the Cell Jrs. and charges up an omega blaster, destroying most of Cell. To Broly's surprise Cell regenerates, and thanks to his saiyan traits, he is stronger than ever. Broly charges up an Eraser Cannon, but just before it hits Cell, Cell uses instant transmission and appears above Broly, with a fully charged Kamehameha. Broly has no time to react as the beam slams into him, eventually pushing him into the core of New Namek, killing him, destroying New Namek and the entire system itself, leaving Cell the winner.

When Gohan says he is stronger than his M8 self, he is referring to FPSSJ Gohan, not SSJ2 Gohan. And while Broly might be stronger than Cell, Cell is comprised of some of the greatest fighters in the universe, and knows all their techniques. Along with his hax regen, Cell is a far more skilledfighter.

It is important to note that King Kai does not have a single galaxy to his name, he oversees the North Area of the universe. However, most English translations of Dragon Ball Z call it the North Galaxy instead of the North Universe or Northern Area to reduce confusion of what "North" they are talking about.

Furthermore, it is heavily implied that Broly is a major threat to the survival of the universe as a whole, and seeing how Broly has a mortal lifespan, being a risk to the whole universe with billions and billions and billions of stars is nuts, especially if he is destroying them piecemeal. For Broly to destroy a minimum of four galaxies, assuming that they literally meant the universe was made of four galaxies, he would need to destroy 21 million solar systems a day, or 243.7 solar systems per second, for every day, without rest, without eating.

We know that the Dragon Ball universe is a macroverse on the same scale as ours, so Broly being even considered a threat to the universe is really scary. Buu has eternity to destroy the universe being an ageless force. Broly on the other hand, being 37, has between 33-53 years on average to destroy the universe.

Riiiight... Cell is at least debatable, Bojack? Lol, M10 Broly was without too much effort overpowering the combined Kamehameha of Gohan, Goku and Goten, SPC was stalemating Gohan...
