At the behest of the Red Skull, Rockwell engineered the Commission's operation that stripped Steve Rogers of the Captain America mantle and replaced him with John Walker. Rockwell was also responsible for keeping Walker in play as Captain America even after he began murdering people and failing missions. Rockwell was killed by Red Skull's Dust of Death when plans began to fall apart.
