Doctor Creepy is a scientist who worked for the Century City Police Department as a crime scene investigator.
His wife was crippled by a mugger while they were in college and in his spare time he attempted to discover a cure for her paralysis. He was laid off from the force because of lack of funding (all resources going toward the Green Hornet Task Force) and soon after his wife passed away.
Without anything to lose, he continued his experiments in a more desperate and illegal manner. He was able to reanimate the dead with chemicals, making highly volatile zombie-like creatures that were prone to explosion. He unleashed his creations on the city to give the police real crime to deal with.
