Life is never easy for the derelicts on Gotham’s skid row, but now it’s gotten even tougher as a crazed killer, sought by the Batman, stalks the streets.
The man named Mitchel survived his accident, but appeared to have been somehow mutated by the lightning and chemicals; he burned everything he touched. Batman gave chase to Mitchel, but he was able to get away.
