just got it e~mailed to me asking if i knew anything about it.
don't suppose anyone here knows anything about it as i'm not a fan of the cartoon myself.

With his organic parts genetically identical to Superman's, many believed that the former astronaut Hank Henshaw truly was the Last Son of Krypton restored to life after his death at the hands of Doomsday. Until he destroyed Coast City in Superman's name which led Hal Jordan to becoming a villain known as Parallax. Since then he has become a permanent menace for Superman and Green Lantern.

It's one of Superman's Robots in the Fortress of Solitude. It's been damaged and aged, so it ended up like that. It isn't Cyborg Superman. Also, an interesting note in that episode was that Superman gets a suit that gives him weaker versions of his powers after being under a red sun and it bears a resemblance to the 90's version of Eradicator.
