When George Washington was on his deathbed, several of the founding fathers used a spell to make him immortal so he could protect the country forever. Since then, Citizen Soldier has been reencarnated endlessly so he could fight in every war the US was in. In addition to the hundreds of years of experience this has given him, Citizen Soldier has superhuman strength (for instance, as newborn he was able to take the door off a shipping container), speed and agility as well as the ability to grant others powers for a limited time. He carries a shield similar to Captain America's, but also uses machine guns in battle. He has recently become dissatisfied with the way America is going and has started to fight against his own country.
