The creator of the Super Soldier Serum that created Captain America. He was assassinated before writing down the formula, which led to several parties attempting to recreate the formula from scratch with little success.
During World War II, Steve Rogers volunteered to receive the experimental Super-Soldier Serum. Enhanced to the pinnacle of human physical potential and armed with an unbreakable shield, he became Captain America. After a failed mission left him encased in ice for decades, he was found and revived by the Avengers, later joining their ranks and eventually becoming the team's leader.

David Fortunov was an adventurer, whom fought against the Nazi's during World War II. He was the first to use the Dominic Fortune identity, later his son Jerome took up the mantle. After the death of his son, David, now a senior, returned to his former identity.

General Maxfield Saunders was involved with the early stages of Project: Rebirth before stealing the untested Super-Soldier Serum to give to a candidate he believed was more suited to it than Steve Rogers.
A candidate for Project: Rebirth, Clinton McIntyre was given an incomplete version of the super-soldier serum but after proving unstable, he was cryogenically frozen. Half a century later he was discovered by the terrorist group A.I.M. who manipulated him into being their agent.
A man whom Steve Rogers considered his father. Later revealed to be an employee of the State Department whose family provided the basis for Steve's fake background.
