Now it's fair to say that Batman has some of the toughest street to mid tier villains such as Mr Freeze, Poison Ivy, Bane. But who in your opinion is the most powerful?

Golden Age Clayface (Hagen) was also stupid powerful, but he got uber nerfed post-crisis.
Golden Age Hagen would gain all the powers of whoever he was mimicking, so if he made himself look like Superman he would gain all of Superman's abilities. Luckily the guy would spend 90% of his time turning into really dumb things like giant Batarangs though.

They're all pretty scary. Clayface (Hagen) and Bane are pretty imposing, and Two-Face and Poison Ivy are pretty crazy.
I'd like to see Robin on a Bat-bicycle, acting as a bike-cop late at night, patrolling Gotham City and helping Batman provide 'atmospheric' support. Vigilance is a key theme in Batman (DC Comics) stories.
One thing all Batman villains have in common is that they ALL create jurisprudence FRUSTRATION. That's why you need a superhero who is willing to tackle the hairy issue of criminal insanity, whether it applies to crime syndicate mayhem or terrorism pandemonium.
I'd cast my vote for Ra's al Ghul or the Penguin.
According to Batman & Robin Eternal it's The Mother, who has a reach larger than Ra's! she has hundreds maybe thousands of people under her control all around the globe, she has people in high paces in terms of power, politics, etc.
We learned early on that she's deeply connected to all members of the bat-family and their origins (Dick Grayson, Jason Todd, Cassandra Cain, Tim Drake, Harper Row, Jean Paul Valley, etc), she was one of Batman's earliest enemies in this new continuity, and one that he couldn't stop, seeing as she kept her operations, she found out that he's Bruce Wayne, she could have killed him but she choosed not to, and even tho we still don't know for sure there's evidence that The Mother even had Batman doing her bidding at one point...she's just scary.

Unfortunately Prometheus is not a Batman's villain anymore, but he could be in the list. Another villain should be Mr Freeze, but he's a jobber. Another villain, again, with potential, is Wrath.
Does Quar from Master Race count? or Ikkondrid from Gotham by Midnight?
Among Anti-Batmen Prometheus leads with Bane and Wrath next.
Among superhumans Ivy and Karlo then other Clayfaces.
Among fighters Sensei and Shiva.
Among masterminds with international reach Ra's is still firmly at top with no real challenge imo,maybe Talia but it's really the same thing.
Hugo Strange is the most dangerous mad scientist in the rogues gallery.
Joker and Two-Face are the most personal villains.

Pretty sure Karlo was the Golden Age Clayface and he was just a serial killer who specialized in disguise in those days and it was Fuller who introduced power mimicking. I do agree that Hagen was incredibly powerful in the Silver Age but I dont think anyone nerfed him intentionally. I think writers just get confused over the various versions of Clayface and different interpretations of Clayface in said media. Moreover Hagen died in COIE but Alan Grant did write a proper(and only) story with him in his full glory in LOTDK. Karlo himself has not been written the way he should have been post Mud pack. I'd say Karlo is the most powerful overall,followed by Fuller,Cassius,Hagen,Preston,the others I could care less about and remember Hagen was dependent on his pits,he could be harmed physically once enough time had lapsed as he was not a true Clayface.
