We have Penguin who is a munipulative little weasle who can talk his way out of practically anything. He is also very good at getting others to do his dirty work for him. He however is not afraid to get his hands dirty and has kidnapped and murdered people on his own as we see in the first episode. Generally it seems his method seems to be beating people too death. However when he gets into the asylum he is not sure how to handle the crazy people. His intimidation tecniques worked fine with gangsters and the general public but it does not work inside a nut house of crazy people who dont have enough sense to be scarred of someone who might just slice thier throat open. Its very apperent how intelligent Penguin really is. Penguins one weakness is his humanity. He does seem to care very deeply for his mother. The one person he believed would always love him.

We then have Ed. Ed tends to have a very passive personality but if you piss him off he will screw you over. The medical examiner got him fired and Eddy sure did make him pay for it. This happened when Ed was not off the deep end killing people too. So clearly Ed can screw people over when he wants to but no one would think Ill of Ed. Since you know "Its just Ed". Ed tends to be Mister invisible and can get away with anything for the fact no one seems to notice his existence. He can sneak around and stand in the corner and "Ease drop" which he loves to do. No one aside from Penguin actually notices though. I think this also shows how very observant Penguin really is as well that he would take note of everything going on around. Ed is able to kill people and thanks to the new Medical examiner giving him permission to do things in the medical examiner room he used this oppurtunity to disspose of the dead bodies in plain site. It is notible he seems to like to keep trinkets of his victems though. He kept Dortys badge, and he kept miss Kringles Glasses. This right here seems like a huge red flag and something you could see a real life psychopath doing. Ed seems very polite, giddy but also rather detached from most people and seems to have problems making connections as well as socializing. He is also very smart just like Penguin is but unlike the Penguin who is able to munipulate groups through intimidation, where Ed probobly is not too good at it, Ed is very good at dealing with the mentally ill. It makes you wonder if perhaps he understands them better becuase he too has mental problems. Unlike Penguin he does not see the death of his GF as a big deal. He was hurt when it happened but clearly he rationalized it away as a good thing.

Neither of these characters are stupid. They both seem to be very intelligent but have different approaches to life. If they decided to go against each other who do you think would really win? There has been debate over who is a more powerful villian and some say Ed. I think PEnguin is more cut throat though.
