Bruce Wayne, who witnessed the murder of his billionaire parents as a child, swore to avenge their deaths. He trained extensively to achieve mental and physical perfection, mastering martial arts, detective skills, and criminal psychology. Costumed as a bat to prey on the fears of criminals, and utilizing a high-tech arsenal, he became the legendary Batman.

I don't think it'll ever happen in the pages of any canon Batman comics, Bruce will probably always be Batman (although he may sometimes be briefly replaced) because he's not really aging too much in the last 70 years and DC would never permanently kill off their #1 moneymaker. If Batman was to age and retire, I think Dick or Damian would replace him. Dick because he's done it before with reasonable success, he's been with Bruce the longest and has earned the right. Damian is more of a birthright thing considering he's the son of Bruce, and if he didn't get the cowl as an adult he'd definitely be fighting for it.
After Bruce retires, Dick takes over. After Dick retires, Damian takes over. After Damian retires, he trains Terry McGinnis.

Okay maybe the question shouldn't be "who will become to next Batman, in Bruce's place" but more so "who is more likely to surpass Bruce in the next coming years". Still, im surprised no one mentioned Tim. So far he's the only one stated on panel to be Bruce's equal in brains and deduction skills, that's saying alot.
Robin John Blake that is a clone Batman made with the best thing from, Dick, Tim and Jason, also Damien sucks as a future Batman.
Damian should get to be Damian Al Ghul, not Damian Wayne, that kid is insane.

Tim, as I understood it (pre 52), seemed the most likely choice for a well-rounded Batman successor.
Then again, all I ever heard about him was that he was basically a clone of Bruce.
Dick Grayson
Dick Grayson as Nightwing is too good a character to just be Batman after Bruce dies. Nightwing is Batman's equal, no need to shift.
Damian gets to be the Bat and then Terry.
Assuming Dick either takes up the mantle (again) hands it or passes, Tim should be next in line. After watching his succession from A Lonely Place of Dying and his early training before officially getting his suit in the Batman series and his 5-issue story arc from the early 90's, his overall intelligence and look before you leap mentality he should be up for the mantle. Why should Damien just because he's his blood related son? Tim and Dick have had Bruce more as a true father figure than Damien and Tim may probably be the most well rounded. Jason in the New 52 has become a bit much of a Jean Paul Valley clone to probably even be considered. A bit needy and wanting of acceptance from Bruce where Dick (finally) got that from Bruce at the end of Prodigal and Tim has had it for quite some time.

Dick as Batman really shook things up in a good way in my opinion. It would've been cool if that had lasted longer than it did.
I wouldn't want Dick as Batman permanently though, so I guess that worked out. He's a valuable character as Nightwing.
Tim however... despite being great as Red Robin he's still not very far removed from being Robin in the way that Dick became Nightwing. I think Tim could make a great Batman at some point but he's not closely integrated enough with the Bat family anymore.
Surpass seems hard...
Dick is not much of a thinker, great leader but too much people oriented, not enought paranoid.
Jason is subpar on every level
Tim might surpass Bruce on the intellect plan but he's not much of a fighter - not mean enough either. Damian played his insecurities and beat him while he was younger
Mc gynnis is a freaking joke. He's like dick rivers to elvis Presley.
Damian has the perfect genetic material of brice wayne, seems to have received some genetic therapy on top of that, has been trained by the league of shadow since he was a baby, trained by batman, has the will to win no matter what.
Now batman has pretty much been defined and refined over the decades as the pinnacle of human might so it's kind I'd hard to "surpass him". Ultimately someone who gets all the box ticked might simply be brushed off as a Bruce Wayne copy.
But I think Damian has been conceived as a bafflingly over competent and deadly kid. If he had been given the years, and without PIS it would have been hard to believe that Bruce was better. Kind of like deathstroke on crack.
