So, the question is rather straightforward but also (in my opinion) interesting. See, Mexico has a far, far more heinous crime problem than any city in the United States. Drug Cartels, freaking Bandits, oppressive poverty and the constant specter of a violent death looming over your head. It's the perfect setting for Batman.
What if Bruce Wayne had been born a Mexican? Perhaps his father was an expy of Carlos Slim or some other Mexican mogul, and that was how he inherited his billions. In any case, if his father and mother were killed in the crossfire of a war between two drug cartels, and this was the beginning of his desire to avenge their deaths, how would things proceed from there?
Assume there are equivalents of Alfred and other essential characters. Assume Mexican Batman still trains all across the world to hone his skills to perfection. The only difference being that after this, he returns to Northern Mexico to begin his crusade against crime there, using his wealth, martial prowess and incredible mind to strike terror into the hearts of Mexico's criminal element.
How successful do you think he would be at stopping the Drug Cartels, Bandits and other typical criminals? If he can defeat them, like he did the Mafia in Gotham, it might lead to costumed crazies appearing in their stead. Mexican Joker, anyone?
