She is, that is an Elsworlds story. It's in nonconinuity and is set after Dick's death.
They have been romantically linked several times, including in the animated continuity and in a Zero Hour tie in in an alternate timeline in which the Killing Joke took a different turn, and Commisoner Gordon was killed. This had him and Batgirl draw closer together and begin a relationship. Nothing like that has ever happened in the actual present day DC Universe.
@MasterDetective: First, it is happened in Earth 37, not the main Earth. Second, It has also happened in DCAU. I really like NWBG, but Barbara is not an object belong to Nightwing. She is a person. And people DO have freewill. So she has the right to choose the one she loves. In fact, maybe she'd better chose someone outside Bat Family.
@foxandwall:Bruce sure looks ridiculous in that costume. I don't like how so many of the Elseworlds rip off classic literature like The Scarlet Pimpernel, Frankenstein, Phantom of the Opera, and Dr Jekyll and Mr Hyde just to create a new role for Batman.

Did we not watch the same cartoon? Clark came into Lois's apartment and they were both wearing bathrobes, Bruce having been in the bathroom brushing his teeth or something when he arrived. It was very awkward.

I just found one more woman to add to Batman's list: Glenda from the Elseworlds tale "Batman & Demon: A Tragedy".
By the way, Superman has now surpassed Batman, or they are about even, depending on whether or not you choose to count robot kisses, interrupted kisses, mouth-to-mouth resuscitation and dream kisses. EDIT: Never mind, Batman's well in the lead again.
