The Condiment King is an unusual nemesis of Batman and terrorizes Gotham as a maniac armed with special guns filled with ketchup and mustard in some bizarre anti-consumerism gesture trumpeting anti-social behaviors.
The Condiment King is not clearly insane, since consumerism is, by definition, marked by greediness and luxury, and his ketchup-mustard guns are not overtly dangerous but rather simply annoying.
Batman is the master of criminal insanity and has a knack for decoding the mania of criminals who otherwise exhibit high degrees of 'premeditated cunning.'
The Condiment King's insanity lies in his overt belief that consumerism is dirty and unethical and warrants strange and radical acts of pedestrian disturbance.
We can therefore use Condiment King storyboards (from comics and television shows/featurettes) to evaluate Gotham traffic efficiency, which is why I'd like to see this offbeat and non-mainstream Bat-villain make a cool appearance in a Hollywood Batman film (perhaps an unpredictable but well-coordinated actor such as Haley Joel Osment could portray this bizarre Bat-villain).
