Being Batgirl didn't make her bound to a wheelchair. Being Godon's daughter did. She also used her story about being shot to try and scare away Misfit from being Batgirl, but again: It wasn't because of Batgirl that the Joker gunned her down.

Yeah, you are right. She had stopped being Batgirl already at that point.
