I feel like if they're included in a release, like, as bonuses on a DVD kinda thing, then I would assume they were actually parts of the story that the story just didn't have time for (if that makes sense). I guess the only exception would be if they were alternate takes/alternate endings kinda thing, where the "deleted" scene actually contradicts the events of the movie proper.

i felt that scene explained a lot and we were able to understand a bit more why THOR decided to power up the gem for vision.

Deleted scenes are always legitimate unless they are omitted for creative reasons. I guess they would be "bastards" in that case, something the creators don't want shown.

I think the scene counts unless it contradicts something else that happened in a non-deleted scene.

Unless it's an extended part of a movie.
