Depends how you look at it.

In 616 Spider-Man is currently 28 years old (maybe 29 now, while Spider-Woman is in her mid 30s (33-36 ish) physically though she was born in 1931 (85 years old, technically), just frozen alot like Bucky and Cap (more like Bucky though). There are two origins for her but this is the one referenced in the current series introduction (though not all of it could be canon is possible)

Further both got their powers in their mid teens. Spider-Woman got her powers at 6 years old but was frozen until her crazy formula given to her stopped killing her with medical intervention from the High Evolutionary who's a friend of her farthers. Anyways she was 16 or 17 when she emerged from status. Spider-Man was bitten at age 15. Which does mean mathematically Jessica Drew should have been in her Hydra training camp around then or just attacked Nick Fury and fleed because shes a ~5 years (+/- ~2 years) older than him physically but their coming to power dates are only 1 or 2 years apart.

Now heres where Spider-Man takes the lead. He went public first and went hero first (and was obviously published first too). In fact Spider-Woman stayed out of sight for years and it was her meeting Spider-Man and him helping to convince her to use her powers to benifit humanity for her to go a bit more public and go... bounty hunter (yeah, it was a weird arc). Followed by becoming a Private Investigator. She did a bit of heroing the whole time but it was all low key, technically even saving Ms Marvel (Carol) wasn't that public So while she was obviously a Spider powered woman that whole time it's debatable if she was the Spider-Woman we consider her to be now though. In fact she was called Arachne by Hydra not Spider-Woman.

@ryus: Yeah, I took it to mean the heroing thing. Sure, she's had her powers longer than Peter, but she hasn't been active as Spider-Woman for as long as he's been Spider-Man, which means it can't have been 20 years. It's more like 10. Maybe Gwen isn't fully aware of Jessica's backstory, and just assumes it's similar to her own. In which case the age gap between the characters would account for the exaggeration.

@JamesSpiring: Well first off you're right the question is how is Gwen defining "Spider-Woman thing" be it length of time having powers (just about 20 years now actually), time trained with them (more like 16-18 years now but close), or time being a hero (if you define it hero as since Spider-Man told her to better humanity with her powers it's been about 10 years but if you just mean stopping evil she sees then about 15-17 years).

Second I agree, Gwen's much younger age could mean she's exaggerating to be funny or estimating/assuming cause she only knows the basics of her origin or thinks it's like hers and doesn't have exact dates.
