Which one of these armored, underwater treasure seekers has more potential as a better villain for Aquaman?

Marauder is more of a threat physically and gets his hands dirty. And he is a cyborg.

Scavenger usually has a small army and fleet with him and is more of the master-mind type.

I'd say both of them have great potential, but so far the best use of both of them has been for Scavenger by Geoff Johns when he tried to take over Atlantis, via planning and his army.

@comicfan11: As long as we aren't dealing with the pedophile version of Scavenger, that is just fine with me.

Because it seems as if Aquaman will be coming up against him again sometime soon. Going by the cover art, it seems as if he has a pretty amazing new suit of armor.
