Samuel is waiting for Alan in Hong Kong, and at one point, Alan asked him to relocate his headquarter to America. Comic book art can be ambiguous, but based on the eye-shape and skin-color, he looks like Asian.

Notice the skin contrast between Alan and Sam.

If I had to guess I would say he is might be Latino but he does appear to have blue eyes and that trait is usually only found in people of European descent specifically northern Europe so he could be of that origin. I don't think it matters though.
