I have mixed opinions about this guy: I hated 'V for Vendetta' (both the film and the graphic novel), but I really do like 'Batman: The Killing Joke'.
If you're talking best ever and not just the last 20 years, then Stan Lee, Gardner Fox and Roy Thomas come into the equation. without the efforts of these guys you probably wouldn't have the modern great writers.

obviously, it's just whatever floats your boat. there are a lot of great writers out there. but the one unarguable fact is that alan moore did more to change the comic book world than anyone, ever. some may talk about the early guys, like stan lee, who kicked it all off, and of course they have to be recognized for their importance. and then there are guys like frank miller who did a lot to bring back readers with edgier styles. but moore took the graphic novel and turned it from pure entertainment to recognizable artistic literature. you may hate watchmen, you may hate v for vendetta. but there's a reason alan moore's name is alongside authors like hemingway and salinger on time's "100 greatest novels" list.
As for my other favorite writers:
Garth Ennis (Punisher Born and Punisher In The Beginning were sensational!)
Bendis (I didn't care for House Of M. The battles were the first and only I've seen that I couldn't tell what was going on and the story didn't fully take advantage of Mutants ruling over Humans at all. There was a hint of tension about that and then Wolverine and friends were off to take down Magneto. I mean seriously, they could have shown some Mutant agents going after Shang-Chi or something but NOOO!! And why didn't they...okay okay anyway, I really enjoyed reading New Avengers Vol. 1 and 2 (still need to read more) and I LOVE Ultimate Spider-Man so much! Such a great series. I need to continue that one too. And I got to check out Bendis' run on Daredevil)

You got that right. I'd have to kick him really hard for badmouthing Bendis. lol
In my opinion Alan Moore is the best writer based solely on his writing ability, others come close but each piece of work he does is brilliant or almost brilliant. Other writers have produced individual work that is on par with his and if we were discussing the greatest comic creation ever, it wouldn't just be his comics up for nomination, but if i had to vote for the best writer, well...
Grant Morrison, Frank Miller, Warren Ellis, Brian Bendis, Garth Ennis and Ed Brubaker ( among others, but i have to stop name-dropping somewhere : ) have all written some of the most popular and acclaimed work of the last 20 years but each guy has produced some utter shite as well.
As for Stan Lee, i must say that even though i love his work, ( and i'm not fond of people hatin on "The Man") the reason why he was great was not because he was a great writer, but simply because he was a great creator.
