A coward and paranoid agent from the NIA who was the only sucessful test subject from the american powerhous project, Allen Powell was choosen to became a superhero to the people of the USA. But the personal traits of Powell, sucha as his paranoias and inefficient were too much obvious, so he was partnered with expert agent Michael Gorsky, so he could make the missions and Powell, as A-Pex, receive the credit and the benefits, of pose like a hero.
