This universe came to be because Steve Rogers from a possible future, was sent to past. This resulted as the birth of a new timeline, where many of Marvels earliest heroes (and some villains) were born much much earlier. This was due to omniverse needing heroes that could prevent a disaster that threatened all of existence. The heroes saved everything, and goed on living in their own continuity.
